Wisconsin Law Journal: Milwaukee cops take plea deal in strip-search case (Oct 21 2013)

Suspended officers Jeffrey Dollhopf and Brian Kozelek pleaded no contest to disorderly conduct as a party to a crime Monday. Prosecutors recommended the men receive fines and Dollhopf be ordered to do community service as part of his sentence. Both also are expected to resign from the Milwaukee Police Department. Court documents described both officers as watching while another officer, Michael Vagnini, strip-searched suspects. More than a dozen victims have file lawsuits.

The chief protagonist pleaded no contest several months ago ...

Journal-Sentinel: Milwaukee police officer accepts plea deal in strip search case (April 22 2013)

A Milwaukee police officer pleaded no contest Monday to four felonies and four misdemeanors stemming from his practice of conducting illegal strip searches and cavity searches on male suspects, but avoided conviction for sexual assault. The felony convictions, for misconduct in public office, will cost Michael Vagnini his job as a police officer and could land him in prison, a sentence prosecutors will seek at a hearing in June.

Vagnini regularly pulled over drivers on a pretense of not wearing a seat belt or of having darkly tinted windows and searched them without a legal reason, according to a motion filed by Falk, who is prosecuting the case against Vagnini and three other officers. Vagnini conducted searches of men's anal and scrotal areas, often inserting his fingers into their rectums, according to the criminal complaint. Vagnini acknowledged performing one of the searches, and at least one suspect said Vagnini planted drugs on him. State law and police procedures prohibit officers from conducting body cavity searches. Only medical personnel are allowed to perform them, and police must first obtain a search warrant. The searches occurred on the street and in district stations over a period of two years.
