New Guidelines Would Give F.B.I. Broader Powers
Keep in mind that this article is based on posturing from 4 Democratic senators in an election year, but I fear they're right:

The F.B.I. has already allowed itself to use race & ethnicity as the basis for investigations in what they claim are "narrow circumstances".
