I am thinking about moving. I live in Vermont which is VERY unaffordable. Vermont has some of the nicest police in the US, but I can't afford to live here.
I have traveled throughout the East Coast and have observed the tactics of traffic enforcement in many states. To me Texas, Arizona, Ohio, Virginia and Tennessee seem to have a lot of bully cops. Vermont, Montana, Oregon, New Hampshire, Maine do not. Perhaps someone on this forum could compile a list of states from best to worst for police harassment, or make a map etc. This forum also needs a general comment area for posts like this.

I will start the list from best to worst IMHO. Perhaps someone will help fill in the blanks based on first hand knowledge and USDOJ statistics, reports etc. Please feel free to edit correct this list
