Detective Elgin Wheeler was cited for "solicitation for lewd and immoral purposes" after he approached an undercover decoy for sex on July 10. An earlier article said that he had been placed on administrative leave; a more recent article says he's on desk duty. He as a member of the department's sex crimes unit but was not on duty at the time of his arrest.
