Too bad. If your officers are unable or unwilling to make the necessary distinctions, get rid of them and hire some who are capable of doing the job & being decent public servants. There were just
too many instances of journalists deliberately attacked and harassed for this pathetic explanation to hold any water.
Their spin & rationalizations get weaker by the day.
