Four people who were among those holding vigil for jailed demonstrators at the Ramsey County jail were detained and patted down:

The police then changed the reason, she said, and mentioned "a suspicious vehicle that dropped off suspicious people" near governmental buildings they were seeking to protect, and also told them they were required by law to carry identification, which is not required under city or state law. This was confirmed by another young man in the group detained for about 25 minutes before he was released.
Police on the scene declined to say why the four were detained and patted down, but RNC security spokesman Cmd. Doug Holtz said that police were responding to a call, and that they can pat down suspects for officer safety, and after a reasonable time, either arrest or release them.

Hiibel v. Sixth Judicial District Court of Nevada reaffirmed that you are NOT required to carry and show identification; in states with "stop and identify" statutes, you can be required only to state your name. Minnesota is not a "stop and identify" state.
Also note that the last statement by Cmd. Doug Holtz is incorrect. Terry v. Ohio requires that police must first have an articulable probabley cause or reasonable suspicion that a crime has been committed before you can be detained & patted down. They appear to be unable to articulate much of anything in this case.
