Minneapolis police lieutenant Marie Fierck Przynski resigned after allegations arose regarding the theft of $1,500 from the International Association of Women Police. Przynski has been charged in that theft.

That was probably all they could prove. I am sure there were other instances. It is very rare that you are only do this one time before getting caught. Most times, by the time you get caught, it's because you were so used to doing it and got sloppy about it.
