That means that almost 75% of the cops -- who are so bad that their top cop wants to get rid of them -- are still on the beat.
The Chicago system does not allow the police superintendent to fire cops or to determine other discipline. That power belongs to the Chicago Police Board, which sometimes keeps them suspended for years on end. Cops that couldn't be fired included:
