The Sunday (Sept. 14, 2008) Sun-Times has an article on the difficulty of firing policeman.

The Chicago system does not allow the police superintendent to fire cops or to determine other discipline. That power belongs to the Chicago Police Board, which sometimes keeps them suspended for years on end. Cops that couldn't be fired included:

  • Eric Sanders, printed internal police photos of a woman and gave them to his friend, who later shot the woman and her boyfriend
  • Janice Govern, failed to properly handle a robbery in progress and crime scene when she walked into a bank robbery while she was off duty
  • Richard Guerrerro, harassed a woman by repeatedly calling her using the phone number from a police report
