A California judge has ruled that citizens have a first-amendment right to film police officers on duty:
The City of Reedley had claimed that Bernabe Santillan, a member of a community organization trying to prevent police brutality, had harassed the police officers by taking photos and videotape of them. The city asked the court to shut down his camera. But the judge said that Santillan had a First Amendment right to do so and ordered the city to pay Santillan $8,000 in attorney fees.... The city had sought a restraining order to prevent Santillan from photographing them but dropped its request after Santillan's attorney sought to be reimbursed for his expenses in opposing the action.North Country Gazette: Judge Rules First Amendment Right To Photograph Cops
